The Program Manager will work under the direct Supervision of the Executive Director and will oversee HAND's affordable housing development projects, serve as a community liaison when necessary and will conduct other duties related to housing development and education as assigned by the Executive Director.

Organization Overview:
HAND addresses the housing needs of low- and moderate-income individuals, families and senior citizens in Hamilton County. HAND does this by providing affordable housing options through the development of rental properties and assisting residents in obtaining homeownership.

Responsibilities:
• Knowledge of federal program administration, regulations and reporting procedures.
• Basic understanding of community economic development funding and financing resources such as knowledge of and/or experience with HOME, CDBG, LIHTC, AHP, NIP and others.
• Knowledge of community-based organizations and/or general non-profit organizations, previous work or volunteer experience is ideal.
• Familiarity with building and construction practices, knowledge of state and local building code, or the willingness to learn.
• Assist the Executive Director in the planning, management and coordination of activities for development projects, including acquisition, rehabilitation and new construction.
• Serve as lead staff person for grant administration, proposal development and compliance.
• Assist the Executive Director in identifying land for future housing development projects.
• Attend meetings as necessary with or on behalf of the Executive Director.

Required Qualifications:
• Must possess an undergraduate degree or equivalent combination of work experience and technical education. Degree would ideally be in public administration, business administration, urban planning, social work construction management, or a related field.
• Two years of experience working in community development, nonprofit administration, housing or real estate development, property management or construction management is preferred.
• Must be will organized, detail oriented, and be able to manage several projects simultaneously.
• Must have excellent written and oral communication skills.
• Must be a team player.
• Knowledge and basic understanding of Microsoft Office Suite.

The following certifications are also preferred:
• Certified Aging in Pace Specialist (National Association of Home Builders)
• Grant Administration Certification (Prosperity Indiana (formerly IACED), Office of Community and Rural Affairs (OCRA), or the Indiana Housing and Community Development Authority (IHCDA))
• Project Development Training (Prosperity Indiana (formerly IACED))
• Certified HOME Program Specialist (HUD/CPD)
