The Independent Living Advocate (ILA) provides outreach and information to people with disabilities in accessABILITY's service area.  S/he helps to connect people with disabilities to existing community services and agencies in order to help them meet their needs.  The ILA assists consumers of accessABILITY's services to identify, set, and achieve independent living goals.  These goals include but are not limited to housing, technology, transportation, accommodation, exiting from an institution to live in the community, and skills training.   The ILA must have a commitment to the Independent Living philosophy and be able to advocate for the independence of people with disabilities on both the individual and systemic change levels.

ORGANIZATIONAL SUMMARY 
AccessABILITY is a disability rights organization serving Indianapolis and the seven surrounding counties.  We provide individual consumers, governmental agencies, corporations and other non-profits with the tools necessary to ensure the acceptance, respect and inclusion of everyone.  The result is that our communities are enriched through the full participation of all people.   

ESSENTIAL JOB FUNCTIONS

Consumer'55%:
• Potential consumers' needs are elicited and supported to ensure consumer centered decision-making.  Consumers are treated with dignity and respect.
• Advocacy needs of the consumers are met. Additionally, teach consumers skills that enable them to self –advocate.
• Connect consumers with non-profit, community based and governmental programs and services that can assist in transition and diversion.
• Assist consumers to identify and learn the skills needed to live as independently as possible and/or will be referred to appropriate agencies/community resources, as appropriate.
• Contacts are made with appropriate resources and vendors to ensure needs of consumers are met. 
• Reports progress and/or barriers experienced by each consumer and statistical information submitted to appropriate entities for determination of success of the project.

Outreach'40%:
• Foster relationships with service providers, funders, service organizations and communities to help ensure availability of resources in the community/state.
• Provide information to consumers, groups, and others with a wide range of disabilty related issues and assist the CEO in developing and conducting workshops/webinars to educate staff, people with disabilities and conditions of aging about housing issues, regulations, and rights.  Including:
 o home ownership
 o home modifications and repairs
 o affordable rental properties, low income housing & Section 8 housing
 o building and maintaining credit and/or making referrals to appropriate community organizations
 o fair housing
 o transition from institutional living arrangements to typical community housing

• Outreach to communities, organizations, businesses, agencies, and other appropriate entities representing and/or working with people with disabilities to have information about accessABILITY and the services accessABILITY offers and ensure positive relationships and/or partnerships will exist with those entities.
• Systemic Advocacy to ensure that the needs/rights of people with disabilities are addressed at the systemic change level.

Administrative'5%:
• Team tasks are met; i.e., assisting with office duties such as answering phone, and filing, reporting, attending team meetings, representing the organization at community events, etc.

REQUIRED SKILLS
• Ability to collaborate, interact and present a professional image with diverse populations and professions.
• Ability to organize, prepare topics for, facilitate, and maintain engaging and empowering support groups in the community.
• Organize, prioritize and creatively problem solve to effectively meet the needs of the organization.
• Display outstanding communication skills; write clearly and informatively; read, interpret and communicate written information accurately; listen effectively, diffuse tense situations with consumers; effectively communicate within CIL as well as with external service providers, agencies, consumers and their families; and enhance the image of the CIL in person, by telephone and in written communication.
• Understand need for and practice high level of confidentiality.
• Ability to teach to the learning style of the consumer.
• Ability to work independently with minimum supervision in a fast paced, diverse, team-oriented work environment, effective use of judgment/discretion in decision-making and ability to balance multiple tasks.  Understanding of complex, layered issues/situations.
• Ability to work nontraditional hours
• Must be able to travel within service area, with limited travel outside service area, and if driving own vehicle, present valid Indiana driver's license and insurance coverage.
• Strong research skills.
• Ability to learn and restate deinstitutionalization-related and other disability related laws/regulations, and ability to read and understand the impact of new legislation/regulations on people with disabilities
• Experience in mediating interpersonal conflicts in a constructive manner with positive outcomes.

QUALIFICATIONS
• Degree in not-for-profit, human services, or related degree preferred; or, at least 3 years of experience in a related position.
• High competency in Microsoft Office and information management software (CIL Suite preferred).

PREFERENCES
• Knowledge of regulations and legislation impacting people with disabilities, housing, and of housing agencies and services in accessABILITY's service area.
• Working knowledge of the program(s) necessary for consumers, such as Medicare, Medicaid, Money Follows the Person, HUD Housing, etc.
• Personal experience with a disability.
• System advocacy experience.
• Spanish speaking.
• American Sign Language.
• Public speaking.
