The Community Programs Analyst – EAP contributes to fulfilling the IHCDA mission by leading day to day activities for the Energy Assistance Program, overseeing the client database, being a liaison with utility vendors, fielding client inquiries, and assisting with reporting and other projects to ensure the successful operation of the program. The Low Income Home Energy Assistance Program (LIHEAP) provides utility assistance to eligible households. Indiana typically receives about $75 million to serve over 100,000 households a year.

Key Duties include:
• Providing database management expertise by leading efforts to enhance and utilize the client database, serve as a liaison between IHCDA, EAP sub-grantees, and the database professional services contractor.
• Prepare selected federal report projects including Performance Data, assist with the preparation of data for all EAP reports, and collaborate upon request with the CSBG Annual Report.
• Liaise with utility vendors in processing Memoranda of Agreement (MOA), complete the MOA approval process, and coordinate with Accounting staff in the payment of claims.

Preferred Education and Experience
Bachelor's degree in relevant field.  2-5 years relevant job experience in the non-profit, affordable housing, community development or community service sectors.  2-3 years of database administration and contract management.  Experience with federal reporting systems helpful.

Travel:  In state travel may be required.  A valid Indiana Driver's License must be maintained during employment.
