This position provides confidential administrative and clerical support for the Human Resources Department, with the main focus in the area of benefits administration. This position has contact with employees at all levels at the various FDS facilities.
 
Essential Duties and Responsibilities: 
• Presents Benefit section of New Hire Orientation. Processes new enrollments, annual open enrollment, COBRA and life status changes.
 
• Answers employee benefits questions. Coordinates researching claims and benefit coverage issues with insurance broker.
 
• Audits monthly benefits invoices and submits requisitions for timely payment.
 
• Processes the initial paperwork and correspondence for requests for FMLA leaves.  Accurately determines FMLA applicability and processes Designation Notices, copying employee's supervisor. 
 
• Monitors FMLA leaves to ensure that employees do not exceed allowed time.  Effectively communicates with supervisors concerning FMLA questions. Produces a bi-weekly FMLA report tracking employees' leave time, forwarding to appropriate departments.
 
• Administers the disability insurance programs.  Provides employees with paperwork and information as needed.  Communicates with the insurance carrier as needed.  Keeps in contact with managers on any changes in employees' leave status.  Collects premiums from employees, as applicable. Produces a biweekly Disability report tracking employees' disability claims.
 
• Assists Human Resources Manager with the administration of the 403(b) plan.  Provides quarterly census reports to the third party administrator, sends new participant enrollment forms to the provider, assists employees/former employees with withdrawal procedures.  Maintains a good working relationship with the broker, third party administrator and plan provider 
 
• Sends out COBRA notices, life insurance conversion information and 403(b) paperwork to terminated employees within one week of their termination date.  Collects premiums from former employees and monitors the 18 month provisions. 
 
• Maintains organized, accurate information in a timely manner in the HRIS system and paper benefit files.
 
• Participates in annual employee open enrollment meetings.
 
• Administers the workers compensation program.  Authorizes treatment for Worker's Compensation injuries. Coordinates with Center Directors and other management personnel to insure that first report of injury forms are completed.  Maintains a good working relationship with worker's compensation broker, worker's compensation carrier and the occupational healthcare provider to ensure accuracy of reporting and OSHA compliance.  Maintains the OSHA 300 logs and files OSHA300A report prior to January 31st of each year.
 
• Monitors and tracks employee TB testing and physicals.  Notifies employees and their supervisors two months in advance of their expiration dates.
 
• Has a thorough understanding of the union contract and company policies.  Be in a position to answer employee questions pertaining to these policies.  
 
• Functions as back up for other Human Resources department functions as needed.
 
• Other duties as assigned.

Specific Requirements
Applicants must meet the following basic qualifications for consideration:
• High School Diploma or GED
• Work experience working in a Human Resources Department, including with a Third Party Administrator
• Intermediate working knowledge of Outlook, Word, PowerPoint and Excel
• Valid Driver's License and Auto Insurance Applicants with the following qualifications are preferred:
• Associates degree or some college Human Resources course work
• Experience administering benefit programs
• Experience administering FMLA & COBRA
• Proficient working knowledge of Outlook, Word, PowerPoint and Excel
• Working knowledge of Paycor HRIS software
