The Outreach and Enrollment (O/E) Specialist supports a broad range of activities related to supporting Indiana's Community Health Centers (CHC) OE needs and demands for technical assistance and trainings.
• Support new assisters in FQHCs and other IPHCA membership; develop training materials and assist with training and certification for enrollment professionals;
• Provide ongoing technical assistance to community health centers and IPHCA membership.
• Contribute to the processes of developing and delivering mass communications;
• Manage listserv communications including newsletters and invitations; sent to membership;
• Coordinate efforts to develop, deliver and plan face-to-face/web-based trainings and events;
• Evaluating member satisfaction, updating IPHCA staff and board regarding O&E program development and facilitating strategic program planning;
• Collect and analyze data to support the OE program and as requested by HCs;
• Ensure that health centers have timely and necessary information about Indiana's consumer assistance training requirements and rollout of new affordable insurance options;
• Provide education and expertise on coordinating health center O&E activities with other consumer assistance efforts in Indiana;
• Maintain and build relationships with state and federal stakeholders.
• Serves as IPHCAs coordinator for special populations;
• Monitor state and federal websites and other critical resources such as Centers for Medicare and Medicaid (CMS), Department of Health and Human Services (HHS), and In The Loop; subsequently relay updates to O/E staff;
• Provide technical assistance and training on effective health center O&E strategies and targeted technical assistance to individual health centers that experience challenges in meeting outreach and enrollment projections;
• Provide continuous coaching and monitoring of O&E personnel on successes and barriers to health center outreach and enrollment activities;
• Collaborate with staff to develop communication tools, such as flyers, mass mailings, or other avenues of communication with health centers and the public regarding ACA and the state Exchanges.
• Become certified as a Certified Application Counselor and Indiana Navigator to provide technical assistance and guide the HRSA Health Center requirements; this process includes:
 1. Successfully completing a criminal background check
 2. Passing all required precertification training and testing
 3. Complying with conflict of interest policies and privacy and security agreements
 4. Annual renewal for organization and personal
• Guide enrollment duties in compliance with state and federal requirements.
• Become familiar with subsidized, low-cost, and free health coverage programs through the Federally Facilitated Marketplace (FFM) and Indiana Health Coverage Programs (IHCPs).
• Participate in pertinent webinars and conference calls, and relay information, through trainings and ongoing communications, to CHC O/E staff.
• Ability to prioritize and organize tasks
• Effective verbal and written communication
• Critical thinking, problem solving, and strategic visioning
• Working knowledge of CHCs and their role in the communities they serve, the Patient Protection and Affordable Care Act (PPACA), Qualified Health Plans (QHPs), Indiana Health Coverage Programs, charity care programs, and other health coverage options.
• Sensitivity to diversity of the IPHCA workplace, Community Health Centers and the persons they serve, and the communities in which IPHCA is developing new access points
• Demonstrated customer service orientation
• Proficiency in all Microsoft Office software with an emphasis on Excel and PowerPoint
• Bachelor's degree
• Data collection and analysis 
• Community outreach
• Access to transportation at various times of the day for participating in occasional site visits, meetings, trainings, and events.
• If operating a vehicle, valid Indiana driver's license and proof of insurance is required.
