The Director of Human Resources and Operations leads efforts to maintain a strong workforce, creates a positive and accountable culture, and maintains organizational professional development plans for The Damien Center and Damien Cares. The director will oversee the recruiting and hiring of new staff; help implement strategic planning; and serve as a link between management and other employees. The Director of Human Resources and Operations assures compliance to federal and state laws related to the workforce and maintains effective relationships with venders and partners, including benefits and certifications. The position also oversees organizational operations, including facility vendor relationships, strategic space assessment, and overarching agency functioning. He or she will plan, direct, and coordinate the administrative functions of the organizations and supervise administrative and front desk staff.
 
About The Damien Center and Damien Cares
The Damien Center empowers communities and persons affected by HIV/AIDS in the state of Indiana by being a leading resource, provider, and advocate for comprehensive HIV/AIDS care, prevention, education, and related services. The Damien Center provides client-centered social services focused around care coordination, mental health, housing, and nutrition to the Indianapolis community. Damien Cares is a separate nonprofit that offers individuals living with HIV in Central Indiana access to infectious disease care and primary care. The clinic also offers medication to prevent HIV infection and counseling for those at substantial risk for contracting HIV. The partnership between The Damien Center and Damien Cares enables us to address both the medical and supportive services needs of our patients, a key factor in ensuring that they are able to achieve self-sufficiency and thrive. The Damien Center and Damien Cares are co-located and integrate care to offer innovative solutions to the HIV epidemic in our community.
 
Duties and Responsibilities of this position include but are not limited to:
• Strategically leads human resources and operations for The Damien Center and Damien Cares to ensure effective and quality employee and facility operations 
• Oversees and supervises front desk operations, receptionist, and agency administrative staff
• Acts as the main Diversity Officer, developing strategies to assure cultural competence, coordinate diversity training, and advocate for diverse staff recruitment and retention.
• Helps achieve and maintain high quality client and patient care and excellent staff customer service
• Oversees physical maintenance and operations of buildings, facilities, and building systems, including oversight of maintenance and cleaning vendors.
• Assist with planning and execution of building construction or renovation projects, space needs, and strategic employee growth.
• Manage contractors and budgets related to buildings and facilities.
• Provides necessary education and materials to managers and employees including workshops, manuals, employee handbooks, and standardized reports.
• Leads the implementation of the performance management system that include performance development plans and employee development programs.
• Establishes an in-house employee training system that addresses company training needs including training assessment, new employee orientation or onboarding, management development, and other needs as identified.
• Assists with the development of and monitors the spending of the corporate training budget.
• Establishes and leads the standard recruiting and hiring practices and procedures necessary to recruit and hire a superior workforce.
• Interviews management and executive-level candidates; serves as an interviewer for position finalists.
• Develops and communicates Human Resources policies, procedures, programs, and communicates relevant state and federal laws within the context of program implementation.
• Determines and recommends employee relations practices necessary to establish a positive employer-employee relationship and promote a high level of employee morale and motivation.
• Conducts investigations when employee complaints or concerns are brought forth.
• Monitors the implementation of a performance improvement process with non-performing employees.
• Reviews, guides, and approves management recommendations for employment terminations.
• Leads the implementation of company safety and health programs. Monitors the tracking of required certifications for individuals and the organization.
• Establishes the company wage and salary structure, pay policies, and oversees the variable pay systems within the company including bonuses and raises.
• Leads competitive market research to establish pay practices and pay bands that help to recruit and retain superior staff.
• Leads the development of benefit orientations and other benefit training. Recommends changes in benefits offered, especially new benefits aimed at employee satisfaction and retention.
• Leads company compliance with all existing governmental and labor legal and government reporting requirements including any related to the Equal Employment Opportunity (EEO), the Americans With Disabilities Act (ADA), the Family and Medical Leave Act (FMLA), Employee Retirement Income Security Act (ERISA), the Department of Labor, worker compensation, the Occupational Safety and Health Administration (OSHA), and so forth.
• Designs and directs and manages a company-wide process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design, and change management.
• Manages employee communication and feedback through such avenues as company meetings, suggestion programs, employee satisfaction surveys, newsletters, employee focus groups, and one-on-one meetings.
• Identifies and monitors the organization's culture so that it supports the attainment of our mission and promotes employee satisfaction.
• Keeps the CEO and the executive team informed of significant problems that jeopardize the achievements of the organization or that are not being addressed adequately at the line management level.
 
Knowledge, Skills, and Abilities required but are not limited to:
Possess knowledge of human resources and/or operations of a nonprofit social service agency and/or small medical practices. Ability to analyze situations and problems and take immediate and effective action when needed. Experience establishing and maintaining effective working relationships with a wide range of staff, contractors, vendors, temporary workers, funders, and collaborative partners. Excellent leadership skills with demonstrated ability to effectively lead in a changing environment. Ability to be a high level contributor to management, departments, team, and committees. Broad knowledge and experience in employment law, compensation, organizational planning, organization development, employee relations, safety, and training and development. Above average oral and written communication skills. Excellent interpersonal and coaching skills. Excellent computer skills in a Microsoft Windows environment. Experience in the administration of benefits and compensation programs and other Human Resources programs.
 
Minimum Qualifications:
Minimum of a Bachelor's degree or equivalent in Human Resources, Business, Organization Development. Five plus years of progressive leadership experience in Human Resources positions. Specialized training in employment law, compensation, organizational planning, organization development, employee relations, safety, training, and preventive labor relations, preferred. Five years of experience in nonprofit and/or medical setting preferred. Active affiliation with appropriate Human Resources networks and organizations and ongoing community involvement preferred.
