Manage all Damien Center housing programs and initiatives. Ensure the effective implementiaton of a continuum of housing opportunities, including homelessness prevention, short-term financial assistance, long-term rental assistance, rapid re-housing, and permanent supportive housing programs. Oversee nutrition, transportation, life skills, and social programming for clients. Supervise supportive employees in housing, nutrition, and transportation programs.
 
Essential Responsibilities:
 
Housing & Financial Assistance Programs
• Lead implementation of all housing initiatives, including homelessness prevention, short-term financial assistance, long-term rental assistance, rapid re-housing, and permanent supportive housing programs
• Manage contract requirements for Housing Opportunities for Persons with AIDS (HOPWA), Direct Emergency Finanacial Assistance (DEFA), Ryan White housing funds, Continuum of Care (CoC) grants, Emergency Solutions Grants (ESG), and other housing funds or programs
• Oversee grant contracts and effectively monitor expenditures and claims for reimbursements for various public and private funding sources
• Facilitate selection meetings for clients to receive emergency and housing assistance and onboard new committee members as identified
• Coordinate with financial team to develop budgets, approve reimbursements, coordinate check processing, complete expenditure forecasting, and assure continuity of services throughout the year
• Integrate internally with other departments to create integrated care for all clients and to ensure that all staff are educated about program eligibility and referral processes to housing options
• Mantainn active participation in various community housing initiatives and committees, including Continuum of Care and Ryan White meetings
• Track and report grant outcomes and quality goals for all housing programs and along the HIV Housing Continuum of Care as available
• Coordinate with the Continuum of Care's Coordinated Entry System (CES) and homeless providers to assure housing options are available, advocate for resources for persons with HIV/AIDS, and maintain active knowledge of HIV positive and transgender clients in the homeless housing wait pool
• Collaborate with other HIV/AIDS organizations regarding program eligibility, referral processes, and Housing First practices
• Seek ways to serve hard to reach populations such as transgender clients and populations disproportionately impacted by HIV
• Ensure that all housing data is accurately and timely entered into appropriate database systems including the Homeless Management Information System (HMIS), CareWare, Case Manager, and other systems as required by contracts and funding sources 
• Assist with reports, program billing, and program grant preparation
• Conduct housing inspections as needed
• Oversee life skills and social programming, including holiday assistance, client parties and picnics, and client lunches
• Recruit landlords and respond to client/landlord questions and concerns as needed
• Maintain strong knowledge of Housing First and Trauma Informed Care
• Maintain applicant pool database
• Perform other duties as assigned
 
Food Pantry & Transportation
• Oversee operation of agency nutritional programs, focusing on the food pantry and food vouchers
• Ensure that foods provided are high in nutritional value, and client choice is integrated into programming
• Develop relationships that offer nutritional opportunities for clients, including Meals on Wheels, Second Helpings, nutritionists, and others as identified
• Serve as primary contact for county and state regulatory agencies and ensure that The Damien Center follows appropriate guidelines and laws
• Oversee the promotion and coordination of food drives and alternative ways to secure food
• Manage the recruitment, training, retention and recognition of food pantry and food drive volunteers
• Coordinate client transportation requests, order and distribute bus passes, and manage transportation charge account
• Coordinate to find and implement alternative transportation opportunities
• Perform other duties as assigned

Supervises: 
Six staff members - Long-term Housing Case Manager, Short-term Housing Case Manager, Housing Support Specialist, Housing Administrative Assistant, Food Pantry Coordinator, Food Pantry Assistant

Knowledge, Skills, Abilities and Qualifications:
• Bachelor's Degree from an accredited college or university in social work, public health, psychology, sociology, health management, project management or siliar field required. Master's Degree preferred.
• Three years of experience in housing programs for low income, homeless, or marginalized populations strongly preferred.
• Any equivalent combination of training and experience that provides the required knowledge, skills, and abilities is qualifying.
• Analytical, problem solving, and decision-making skills including gathering and analyzing  data, information and drawing conclusions.
• Demonstrate innovative and creative approaches to problem solving.
• Excellent proficiency with word processing, spreadsheet, and database programs, calculator, telephone, copy machine, fax machine.
