EAP contributes to fulfilling the IHCDA mission and meeting strategic and annual IHCDA operational and program goals by overseeing overall management for the following programs: Low Income Home Energy Assistance Program funded by the Department of Health and Human Services and Energy Assistance Program funded by the State of Indiana.  The position will collaborate cross-departmentally within IHCDA and across State agencies on initiatives that connect programs that share core missions and values.

Leadership Outcomes:
• Maintain a climate that attracts, retains and motivates top quality personnel.
• Integrate various aspects of programs that may have existed in silos into a team with a cohesive vision and strategy.

Planning, Budgeting and Strategy Outcomes:
• Annually, develop, implement and evaluate the strategies for the programs under Manager's oversight, taking into account all program area objectives and IHCDA's overall objectives.
• Recommend short- and long-term objectives and action items to Director of Community Programs.  Set measurable targets and report on success.
• Meet regularly with the Director of Community Programs and monitors to ensure clear and effective policies and procedures are developed, implemented, and monitored, as well as successful delivery of programs.

Program Management Outcomes:
• Establish or expand capacity for IHCDA sub-grantees and eligible entities for current and future IHCDA grant programs.
• Manage administration of grants, contracts and Memoranda Of Agreement with sub-grantees, vendors and partners; subgrantee progress and performance; professional services vendors; RFP's; claims and payment processes;
• Manage the development and maintenance of external policy and procedure manuals, standard operating procedures and website content; monitoring plans and contract compliance. Interpret and apply federal guidance.
• Develop and ensure timely approval and submission of the EAP state plan for EAP funding including any amendments. Oversee submission of required federal and state reports.
• Coordinate with IT professional services vendor for the maintenance of the LIHEAP database and ensure the quality of the data managed by the system.

What we're looking for:
• Experience in management, supervision and federal and/or state grant funding required.
• At least 5 years work experience and 2 years managing government or nonprofit programs (or similar compatible experience) required.
• Bachelor's degree required; Master's degree in business or public administration preferred
• Valid Indiana Driver's License, travel throughout the State of Indiana and the U.S. required no more than 25% of the time.
• Knowledge and experience in public or government contracting, employment law, grant management, not-for-profit, community development, or corporate law and other similar areas.
• Ability to participate in a high-performing team in a collaborative and results-oriented manner.  Possesses skills, abilities and desire to lead, develop and empower staff.
