The Opportunity
As the Chief Operations Officer, you will lead our team in growing scalable, measurable solutions that support the successful transition of youth and young adults from foster care into adulthood. Specifically, you will work with senior leaders and program directors to execute a vision for changing the lives of foster youth while continually improving programs and related processes. You will lead and support our program directors and office support staff, working in areas of K-12 & post-secondary education, workforce development, health and well-being, financial capability, housing, and youth engagement.

This position is a unique opportunity for a creative, culture-focused change leader with exceptional verbal and written communication skills and demonstrated success building and supporting high-energy, innovative teams. The Chief Operations Officer is part of the senior leadership team and reports directly to the President.

Foster Success is committed to improving the foster care system and ensuring that youth and young adults transitioning out of foster care are educated, housed, financially stable, employed, and connected to a support system by age 25. Our team accomplishes this through programs, policy change, and partnerships in the areas of K-12 & post-secondary education, workforce development, health & well-being, financial capability, housing, and youth engagement.

Primary Responsibilities
• Lead and support a team toward specific, measurable outcomes and goals
• Promote and facilitate data-supported, national best practices in program implementation, evaluation, and organizational management
• Identify population needs and develop programs and policy solutions to ensure foster youth success
• Attract, retain, and develop the talent needed to carry out our mission and build a thriving team culture
• Design and implement strategies to develop staff and cultivate a culture of organizational learning
• Represent the organization to the public as a thought leader and build and maintain strong relationships with a diverse set of external partners
• Work in partnership with the President on strategy and organizational management
• Oversee and improve back-office supporting functions and processes

Requirements
Foster Success is looking for a COO who has a deep and demonstrated commitment to Foster Success's mission, brings high-energy and optimism to their work, and is hungry to continually learn, improve, and help others grow.

Applicants must have at least 5 years of exceptional performance in strategy development and implementation, with a minimum of 3-5 years leading high-performing teams toward measurable goals. Specifically, candidates should demonstrate past impact in the areas of advocacy, program implementation and evaluation, process improvement, organizational learning, and change management.

Additionally, applicants should demonstrate past experience and success in:
• Leading teams and individuals to strong outcomes
• Implementing program and employee evaluation systems leading to growth and improvement
• Understanding complex organizational and systems-level problems and synthesizing actionable solutions
• Managing large and/or complex public or private grant programs, including tracking key metrics and writing final reports
• Overseeing complex budgets and spending with funding streams including federal, state, and private grants
• Familiarity with state legislatures and policy-making processes
A Bachelor's degree is required; a relevant advanced degree is strongly preferred.
