Position Summary

The Government Grants and Compliance Manager will focus on federal, state, local government, and reimbursable foundation grant activities and compliance requirements critical to the success of the organization. This position works closely with senior staff to oversee and administer government grant funding requirements and ensure the organization's compliance with various governmental agencies. The Government Grants and Compliance Manager works closely with program staff and senior leaders to ensure accurate and timely grant application preparation, filing and reporting as well as meeting compliance regulations. This position will prepare grant narratives, oversee narratives written by others, and compile necessary support documents to assure compliance.

Primary Responsibilities

  • Serve as primary point of contact for funding agencies unless otherwise assigned
  • Provide overall management, coordination, and administration for grants provided by governmental entities
  • Crafts grant narrative and/or oversee narratives written by others and compile supporting documentation.
  • Administer all aspects of government grants including but not limited to:
    • Receive, process and execute all contract agreements and special conditions
    • Review grant-funded activity program goals, outcomes, and work with appropriate staff to define data requirements
    • Maintain calendar to ensure timely submission of letters of inquiry, proposal deadlines, and reports
    • Work with appropriate staff to identify evaluation standards/methods/data sources for each goal and objective
    • Write and deliver all grant reports or ensure completion by applicable staff; Work with program staff to ensure all documentation requirements for grants are met
    • Collaborate with ETO Administrator to integrate data collection and evaluation requirements with existing database capabilities
    • Collect and organize documentation and evidence, such as time sheets, payroll registers, and invoices, in accordance with each grant
    • Prepare & file monthly claims and invoices for all governmental funding using various portals provided by funder
    • Work closely with accounting staff
    • Maintain documentation 
    • In conjunction with the appropriate program manager, establish deadlines, prepare and submit periodic performance reports
    • Ensure staff members are aware of and comply with grant guidelines and requirements
    • Review program performance and outcome tracking with appropriate staff members and management
    • Coordinate with finance staff to monitor grant budgets and submit requests for modification to the appropriate entity, as required
    • Participate in audits including monitoring visits and the organization's annual audit in compliance with OMB requirements (2 CFR Part 200)
    • Track funder payments to the organization and follow up as needed
    • Respond to miscellaneous requests for information and documentation related to grant funders
    • Ensure all Memoranda of Understanding are current and filed appropriately
    • Maintain a positive working relationship with grants managers associated with governmental entities and partner agencies
  • Coordinate preparation of applications for new grant contracts, parsing/tracking assignments, and compiling/submitting the final grant request proposal
  • Assist in the grant budget forecast process
  • Create internal control sheets for each grant using established tools and templates
  • Perform budget analysis on an ongoing basis
  • Research governmental grants for which the organization may qualify and liaison with appropriate staff to evaluate success in securing funding
  • Organize and archive information, materials and documentation appropriately at the conclusion of a grant cycle or contract
  • Organize and facilitate meetings for grant applications and other meetings as may be required
  • Promote The Julian Center's presence within the community
  • Identify and pursue appropriate community partnerships and funding opportunities
  • Promote cohesiveness and collaboration among all programs within the Julian Center 
  • Work with partner agencies regarding reporting, fund draw down and misc. compliance
  • United Way
    • Understand and monitor reporting requirements; parse reporting assignments
    • Monitor United Way portal; notify staff of upcoming commitments
    • Compile and file reports as required and assigned
    • Collect, proofread and file semi-annual United Way success story
    • Assist in United Way presentations, as required
  • Community
    • Research and file monthly domestic violence fatality report to Indianapolis Coalition Against Domestic Violence (ICADV)
    • Prepare and distribute monthly Trustee billing
  • Other duties as assigned

Skills

  • Grants:
    • Grant writing training and experience and extensive proposal experience
    • Prior experience with governmental grants, Office of Management & Budget (OMB) Circulars, and project life cycles
    • At least 3 years relevant experience in government grant claims and administration
    • Basic academic research experience
  • Software experience needed:
    • Familiarity with Efforts to Outcomes (ETO)software
    • Proficiency with Microsoft Office (Excel, Word, Access, PowerPoint, and Outlook)
  • Essential skills:
    • Mathematics proficiency with ability to apply principles to a variety of tasks
    • Accounting and budgeting skills and experience with financial principles

  • Knowledge of community resources and agencies, especially in Marion County, Indiana

Required Qualifications

  • Bachelor's degree in relevant field, with priority given to finance, accounting, or business
  • 3-5 years related experience

Preferred Qualifications

  • Master's degree in social work, organizational leadership, human services or related field
