The Executive Director of the Institute for Workforce Excellence is responsible for developing, formalizing and expanding strategic partnerships and programming aligned with the Indiana Chamber of Commerce's efforts to better attract, develop and retain the Hoosier talent needed to drive a highly skilled and equitable workforce. Working closely with the Chamber's Vice President for Education & Workforce Development, this position provides strategic, management and operational support that advances the priorities and activities of the Institute for Workforce Excellence, a nonprofit (501c3) subsidiary of the Indiana Chamber led in collaboration with key stakeholders representing business, community, education and government. 

Essential Duties and Responsibilities

  • Stakeholder Engagement: Drive statewide awareness, engagement and utilization of talent-focused programs and services developed by the Chamber and its strategic partners, including but not limited to Work and Learn Indiana (formerly Indiana INTERNnet) and the Indiana Talent Resource Navigator.
  • Staff Management: Lead a cross-functional talent engagement and technical assistance team focused on developing and deepening strategic relationships between Indiana's business, community and education (secondary and postsecondary) sectors that promote talent cultivation and retention.
  • Partnership/Program Development: Build, maintain and formalize partnerships that complement and extend the Chamber's programming and capacity to help organizations and communities build robust talent pipelines across regions and industries.
  • Resource Identification/Evaluation: Oversee process for collecting, vetting and curating the wide array of workforce/talent development practices, programs and providers available across Indiana.
  • Fundraising/Revenue Generation: Identify and secure grant funding, sponsorship and fee-for-service opportunities from philanthropic, public/private and corporate sources that promote the scaling and sustainability of talent-focused programming and services. 
  • Grant/Financial Management: Manage/oversee all grant reporting, budget tracking, partnership agreements and project timelines for the Institute for Workforce Excellence and its affiliate programs.
  • Performance Management: Identify, set and track progress toward quantifiable goals and key performance indicators to gauge progress, improve processes and enhance talent-related programming/services and customer support provided by the Chamber and its public/private partners.

Job Requirements:

  • Education: Undergraduate degree (post-graduate degree preferred) in business administration, marketing, non-profit management or related field. 
  • Experience: Minimum 10 years related work experience, including deep knowledge of Indiana's education and workforce development landscape and a proven track record building strong, collaborative relationships with stakeholders from business, community, education and government.
  • Communication & Critical Thinking: Excellent written, oral, and interpersonal communication and active-listening skills with the ability to analyze, interpret and convey complex information to a variety of constituencies in a relatable manner.
  • Initiative & Self-Management: Highly organized, mission-driven and results-oriented with ability to manage multiple priorities simultaneously, both independently and collaboratively as a team.  
  • Technical Literacy: High proficiency in computer literacy, office productivity tools and web use.

Direct Reports:

Incumbent has direct reports and therefore has supervisory responsibilities.

Personal Work Relationships:

Candidate should be highly adaptable and have the ability to work well with others and within a team, both externally and internally. Position requires candidate to work with all other aspects of the Indiana Chamber.

Physical Effort:

Office environment, standing, sitting, walking, lifting between 10-25 lbs., speaking, hearing and manual dexterity.
